§ 2-49. Adoption of rules of procedure.

  • (a)

    The regular meetings of the city council shall follow the following pattern, which shall be reduced to writing in the form of an agenda distributed to council members prior to the meeting:

    (1)

    Public comments;

    (2)

    Call to order;

    (3)

    Invocation;

    (4)

    Pledge of allegiance;

    (5)

    Roll call;

    (6)

    Approval of minutes of prior meeting;

    (7)

    Committee reports;

    (8)

    Presentation of proposed ordinances and resolutions;

    (9)

    Adjournment; and

    (10)

    All other public comments.

    (b)

    "The "Procedural Rules for Municipal Officials" published by the Arkansas Municipal League, as amended and updated from time-to-time, and a copy of which shall be on file with the city clerk, shall serve as the rules of procedure governing meetings of the city council. The rulings of the chair regarding matters of procedure shall be final, unless reversed by the council as provided in section 2-51.
