It shall be the duty of the city treasurer to keep in a proper book an accurate account
with each of the several funds in his hands, showing by proper entries therein, from
whom, and on what account any money or warrant received by him is received, and when,
to whom, and on what account all disbursements made by him are paid out. Such account
book shall be furnished by the city, and shall be a public record, and shall be delivered
by the treasurer to his successor in office, taking duplicate receipts thereof, one
(1) of which shall be filed in the office of the city clerk.
