§ 14-4. Additional fine imposed for misdemeanor crimes and violations.

  • (a)

    Findings. The ability to maintain proper and sufficient facilities to incarcerate prisoners and the costs associated with housing them creates an economic hardship on local government and the maximum fines allowed by statute to help defray the costs have been too low, compromising the public health, safety and welfare. Therefore, an emergency is hereby declared to exist, and this section shall be in full force and effect from and after the date of its passage.

    (b)

    Fine assessed. The district courts of the City of Pine Bluff shall assess an additional fine of twenty dollars ($20.00) per conviction, plea of guilty, plea of no contest, or upon a bond forfeiture on a misdemeanor crime or traffic violation.

    (c)

    Use of funds. The monies collected from the additional fine shall be deposited into a fund to be used exclusively to help defray the cost of incarcerating prisoners, as provided by law.
