§ 23-27. Collection and removal.

  • (a)

    No person, firm, corporation, company, or organization of any kind other than the city, its agents, employees and contractors shall collect, convey over any of the streets or alleys of the city or dispose of any garbage, refuse, waste, or trash accumulated in the city.

    (b)

    This section shall not prohibit the actual producers of refuse or trash, or the owners of premises upon which refuse has accumulated, from personally collecting, conveying and disposing of such refuse, provided such producers or owners comply with all governing laws and ordinances.

    (c)

    This section shall not prohibit collectors of refuse from outside of the city from hauling such refuse over city streets, provided such collectors comply with all city codes.
