§ 28-82. Purpose, policy and objectives.

  • (a)

    This division sets forth uniform requirements for dischargers into the city wastewater collection and treatment systems, and enables the wastewater utility to protect public health and the environment in conformity with all applicable local, state and federal laws relating thereto.

    (b)

    The objectives of this division are:

    (1)

    To regulate the use of public and private sewers and sewage disposal systems.

    (2)

    To regulate the installation, construction and maintenance of sewers.

    (3)

    To prevent the introduction of pollutants into the sanitary sewer system which will interfere with the normal operation of the system or contaminate the resulting municipal sludge.

    (4)

    To prevent the introduction of pollutants into the sanitary sewer system which do not receive adequate treatment in the POTW, and which will pass through the system into receiving waters or the atmosphere or otherwise be incompatible with the system.

    (5)

    To improve the opportunity to recycle and reclaim wastewater and sludge from the system.

    (c)

    This division provides for the regulation of discharges into the sanitary sewer system through the enforcement of administrative regulations. This division does not provide for the recovery of operations, maintenance or replacement costs of the POTW or the costs associated with the construction of collection and treatment systems.
